Charles D. “Charlie” Crossfield served as a partner at Sheets & Crossfield PLLC with over 20 years of experience in municipal law and a remarkable 43-year tenure representing Williamson County, Texas. Throughout his distinguished career, Charlie built a reputation as a leading authority in right-of-way acquisition, handling hundreds of eminent domain cases—averaging 20 to 30 per year that advanced to Special Commissioners Hearings. In every instance, the matters were successfully resolved with the city or county acquiring the land through negotiated settlements.

- Facilitating the formation of the Upper Brushy Creek Water Control and Improvement District, enhancing flood protection for southern Williamson County
- Founding the Williamson County Conservation Foundation and contributing to the adoption of the Williamson County Habitat Conservation Plan, a nationally recognized program for protecting endangered species

Charlie’s expertise in right-of-way acquisition has involved him in literally hundreds of eminent domain cases over the years with roughly 20-30 of those matters per year going to the administrative level of the Special Commissioners Hearings. In all cases, the matters have been resolved with the city and county acquiring the land and a settlement price being reached between the parties.

During Charlie’s representation of Williamson County and the City of Round Rock, he has been instrumental in:
- Acquiring right-of-way for all major highways in Williamson County for the past 43 years
- Drafting dozens of economic development agreements on behalf of Williamson County over the past 43 years, including agreements with Kalahari, Dell Computer, Apple Computer, and Samsung.
Charlie was instrumental in the formation of the Upper Brushy Creek Water Control and Improvement District, which provides flood protection for the southern half of Williamson County.
Charlie also formed the Williamson County Conservation Foundation, which adopted the Williamson County Habitation Plan, a naturally renowned program protecting several endangered species in Williamson County.
